When writing a review, we know it can become very subjective as people have their views and opinions. Someone’s disappointment can be another person’s outstanding experience.
Staying in a 3-star hotel will be a different experience from a 5-star luxury hotel, but your expectations are likely to be higher at a 5-star hotel.
Therefore the expected outcome will take into account the level of review taking place.
